The Rivanna Water and Sewer Authority has rejected five bids to upgrade its rural water treatment plants. Tom Frederick (pictured left) of the RWSA budgeted nearly $3.9 million to modernize the Crozet and Scottsville plants. Some of the bids he received this spring exceeded the budgeted figure by $1.5 million. Frederick has outlined his dilemma to City Manager Maurice Jones (pictured right) and other local officials. The Environmental Protection Agency is pressuring the RWSA and other Virginia authorities to improve their water quality.
