The Republican-controlled House of Delegates approved a new state budget Tuesday night, and it does not have money to expand the Medicaid program. House members tried to deliver a copy to the State Senate, but there was nobody in that chamber. Delegate Ken Plum of Reston was among 31 Democrats who voted against the GOP spending plan.
